Nick Randall (Rutger Hauer) is a bounty hunter. He is the great-grandson of Josh Randall, the character played by Steve McQueen on the TV show Wanted: Dead or Alive. Rutger Hauer is not as cool as Steve McQueen, especially since he now looks like Roy Batty with a mullet.

LEAD: ''WANTED: DEAD OR ALIVE'' was a 1958 television series starring Steve McQueen. It has now, in the process of becoming a feature film, lost its colon, and that's not the half of it. Even to those of us who have become more or less used to the cultural cannibalism that passes for inventiveness these days, the film ''Wanted Dead or Alive,'' which opens today at the National and other theaters, will seem outstandingly unnecessary.

''WANTED: DEAD OR ALIVE'' was a 1958 television series starring Steve McQueen. It's not that the television show was sacrosanct; all it really had to recommend it was Mr. McQueen. It's just that producers wanting to make another latter-day urban ''Rambo'' should at least be expected to come up with something of their own.

It is mentioned casually in one scene, to the tune of some old-timey harmonica music, that Nick Randall, the new film's hero, is supposed to be the great-grandson of Josh Randall, the bounty hunter played by Mr. McQueen. Beyond that, and Nick's career as a latter-day bounty hunter who works quietly for the police in Los Angeles, the new film has nothing to do with its supposed predecessor. It involves Nick in the hunt for a wily Arab terrorist named Malak Al Rahim after Malak blows up a Los Angeles movie theater in which more than a hundred men, women and children were at a matinee of ''Rambo'' itself. There may be those who fail to see this in the calamitous light that is intended.

Nick Randall is played by Rutger Hauer, who will run his career into the ground by taking more such roles. Mr. Hauer, who is Dutch, has improved his American accent to the point where it sounds innocuously flat and seems to be emanating from somewhere other than his body, but in any case there is little for him to say. He is required mostly to shoot and sneer, and he does this in a wearily one-note way. ''He's the best there is at a job he hates,'' say the posters for this film. If he doesn't care, why should we?

''Wanted Dead or Alive'' has a dim, grubby look and a mostly anonymous cast, though Gene Simmons makes another stab at super-villainy in the role of Malik. Robert Guillaume appears as an old pal of Nick. When confronted with a blood-smeared locker into which Nick has just poured some buckshot (there was an Arab terrorist inside it at the time), he shakes his head with fond bemusement. Mr. Guillaume is better than the rest of the cast, but he has no more reason to be here than the chance to utter some words that couldn't be said on ''Benson,'' his hit television series. CULTURAL CANNIBALISM WANTED DEAD OR ALIVE, directed by Gary Sherman; written by Michael Patrick Goodman and Brian Taggert and Mr. Sherman; director of photography, Alex Nepomniaschy; edited by Ross Albert; music by Joseph Renzetti; produced by Robert C. Peters; released by New World Pictures. At the National, Broadway and 44th Street; 23d Street West Triplex, between Eighth and Ninth Avenues, and other theaters. Running time: 104 minutes. This film is rated R. Nick Randall...Rutger Hauer; Malak Al Rahim...Gene Simmons; Philmore Walker...Robert Guillaume; Terry...Mel Harris; Danny Quintz...William Russ; Louise Quintz...Susan McDonald; John Lipton...Jerry Hardin; Patrick Danahy...Hugh Gillin; Dave Henderson...Robert Harper.

Nick Randall (Hauer) is the type of guy who does things his way. He's a loner…a rebel…the type of guy that will get things done when no one else can. Yes, you guessed correctly, Nick Randall is an insurance salesman.

Oops, wait, I mean a bounty hunter! And a damn fine one at that.

Nick seems to have a relatively good life. He's got a best friend in Danny (William Russ), a "hubba-hubba" girlfriend Terry (Harris), and a house-boat love shack that's perfect for rockin' and rollin' when Barry White's cranked to eleven. What more could a guy want? Well, a better job, that's what. Nick is a bounty hunter who's the best, the tops, Mr. Number One. The thing is, he hates his job. He's sick of society's garbage. But when terror via Malak Ah Rahim (Simmons) hits his personal life, Randall takes up arms.

Malak Ah Rahim is a nutball bent on blowing things, and people, to bits. He's not a nice guy. With his gang of thugs and marauders, Malak starts terrorizing Los Angeles with car bombs, Uzis, and blowing up a local movie theater with women and children in it. Surprisingly, Malak doesn't get invited to as many singles mixers as he'd like. With the semi-help of the CIA, the FBI, and Benson…err, I mean Robert Guillaume, Randall is on the hunt for Malak and some front row KISS concert tickets.
